Factory Construction Timeline: Why It Takes Longer Than Expected — and How to Protect It

A factory construction timeline can look deceptively simple on a slide: design, build and start production. In reality, the operating date is shaped by decisions made long before the first contractor arrives on site. The full programme is usually much longer than the construction period alone, because site confirmation, utilities, approvals, design, procurement and commissioning all have their own dependencies.
A Realistic Timeline Starts Before Construction
Before committing to a production date, map the project across five connected phases.
• Site confirmation and technical due diligence
• Concept design, approvals and utility coordination
• Detailed design, procurement and contractor appointment
• Construction and production-equipment installation
• Testing, commissioning and operational handover
These phases do not always happen one after another. Some can overlap, but only when the risks are understood. Starting procurement before the design is mature may protect time, but it also creates exposure if operational requirements change. The earliest phase should confirm whether the site can support the intended facility — ground conditions, contamination, access, planning constraints, utility capacity and expansion potential can all shape the programme.
Approvals and Utilities Often Set the Critical Path
For many industrial projects, the critical path — the sequence of activities that directly determines the completion date — begins with authorities and infrastructure rather than construction itself. A building permit may be only one part of the route. The operation can require additional coordination around noise, emissions, fire strategy, fuel storage, water use or environmental effects. Some projects also need technical studies or public-facing documentation before decisions can be made.
Utility works should run on their own programme. Grid reinforcement, drainage upgrades or off-site access improvements can continue long after the main building design is ready. The practical lesson is simple: an approval assumption or a nearby utility line is not the same as a confirmed date.
Design, Procurement and Construction Need One Programme
Once the site and approval route are understood, operational requirements need to be translated into a coordinated design. Production equipment, structure, fire strategy, process utilities and MEP systems — mechanical, electrical and plumbing — should be planned together. A late equipment decision can change floor loads, power demand, ventilation and the building layout across several packages.
Procurement should extend beyond the main contractor. Transformers, switchgear, specialist ventilation and production machinery can determine the actual completion date, and supplier information may be needed before parts of the building design can be finalised.

Plan Commissioning From Day One
A factory is not ready when the building work is complete. It is ready when systems have been tested, documentation is available, operators are trained and the facility can perform safely under real operating conditions. Commissioning can include individual system tests, integrated testing, equipment trials, authority inspections and a gradual increase from initial trials to full production. Leave these activities until the final weeks and the building may look complete while the operating date keeps moving.
The programme should be built backwards from operational readiness. It should define who leads commissioning, which systems need to be tested together, what information must be delivered, when operational teams need access and how defects will be closed without disrupting start-up.
