Data Centre Construction in Germany: 5 Site-Selection Decisions to Make First

A data centre site in Germany can look attractive on paper and still fail because power, infrastructure, approvals or operating requirements were not tested early enough. Site acquisition is therefore a technical and commercial decision, not simply a property transaction — and in data centre construction, the earliest decisions carry the most weight.

Power and Site Viability Come First

Decision 1: confirm power availability, not just proximity. A nearby substation does not mean the required capacity will be available when the project needs it.

• Available connection capacity

• A credible connection date

• Redundancy options

• Reinforcement works and related costs

• Conditions attached to the grid connection offer from the utility provider

• Capacity for future expansion

The key evidence is not a map showing power infrastructure. It is confirmation that the required load. can be delivered within the investment programme.

Decision 2: test the wider infrastructure. A viable site needs diverse fibre routes, resilient network connections, suitable logistics, a workable cooling and water strategy, manageable ground and flood risk, and enough space for security, emergency access and expansion. A lower land price creates little value if the site later requires major infrastructure upgrades or restricts the planned capacity.

Map the Approval and Energy Strategy Early

Decision 3: map the approval route early. Building permission may be only one part of the process. Backup generators, fuel storage, cooling systems, noise, water use, fire safety and environmental effects can require separate coordination. An early authority strategy should identify which organisations need to be involved, what information they require, which decisions affect the critical path — the activities that directly determine the completion date — and where public or environmental concerns may arise.

Decision 4: make energy performance a site-selection issue. Power usage effectiveness, or PUE — the ratio between the energy used by the whole facility and the energy used by its IT equipment — should be considered from the beginning, alongside renewable electricity, waste heat, cooling, water and the systems used to measure and report energy consumption, rather than as a late design topic. Waste heat is a good example: a technically efficient recovery system has limited value if there is no realistic nearby user, heat network or commercial arrangement.

Define the Delivery Structure Before the Site Defines It for You

Decision 5: define governance — who decides what — together with procurement and commissioning. A constrained urban site, complex grid works or an accelerated programme mayrequire a different delivery strategy from a greenfield project (a site that has not previously been developed). It is worth comparing separate design and trade packages with a design-build model, commonly structured in the DACH market as GU/TU — Generalunternehmer or Totalunternehmer. The right choice depends on design maturity, risk allocation, speed, market capacity and the level of control the investor wants to retain.
